ABSTRACT. During the reign of Peter I, progress was made in the further integration of the peoples of Siberia into Russia. First of all, we discuss the development and transformation of power relations of the ruling elite of heterodox peoples in the system of indirect government of the state, in particular, among the Khakass and Yakuts, two peoples who are related in language, culture and origin. The work focuses on the nature of the relationship between representatives of the elites of these peoples with the state institutions of Russia, established during the period of Peter's reforms. The question is raised about the peculiarities of this stage in the formation of the state system on the national outskirts of the Empire on the basis of the two named examples. The novelty of the work is a comparative analysis between them, which allows us to trace some general patterns in the regional policy of the Russian state. The paper characterizes the participation of local elites in regional governance and the mechanisms of integration into the Russian model of governance. Attention is drawn to the pro-Russian oriented part of the heterodox elite. The socio-political status of ethnic elites and the main trends in its transformation in the structure of the Russian state during the period of integration are considered.
