ABSTRACT. The article considers the issue of an ambiguous assessment of the reform activities of Peter I from the point of view of attitudes towards national culture. The continuity of legal concepts in the system of law of the era of Peter I in relation to the previous stages of development of law and the values of the Russian mentality is shown. The analysis of legal terminology in the texts of legislative documents (personal decrees, codes of norms for government bodies, judicial authorities and the army) is carried out. The forms of lexical representation of the key moral, ethical and religious concepts of the Russian mentality (“truth, “justice”, “hurt”, “conscience”, “sin”) are established. The terminological status of ethno-cultural nominations is revealed. The complex ethno-concept “truth — justice” is reflected in the terminology of the thematic groups “lawmaking” and “law enforcement”. The ethno-concept “conscience” is actualized in the thematic group “law enforcement” in the regulation of judicial activity. Ethno-concepts “hurt”, “sin” are reflected in the thematic group “wrongful act”. The ethno-concept “hurt” is presented in the nominations of illegal actions against a person and damage from them. The ethno-concept “sin” is actualized when nominating anti-state, official, military crimes and offenses. The opposition of negative ethno-concepts “offense”, “sin” and positive “truth — justice”, “conscience” is revealed. The hypothesis of the study was confirmed: during the period of Europeanization of the state and the reform of the legal system, the ethno-cultural identity of the official legal consciousness, reflected in the language of law, was preserved; the system of legal concepts was organically linked with the national system of values and previous legal traditions.
