ABSTRACT. The article is an analysis of legal acts of Peter the Great which were dedicated to the regulation of relations between Russia and the states and peoples of Central Asia. The research is based on the materials of the Complete Collection of Laws of the Russian Empire (1st collection, St. Petersburg, 1830). The research is a formal legal analysis of different kinds of legal acts such as: personal edicts of Peter the Great and the Russian Senate, mandates given to regional authorities and letters patents issued to Russian and foreign persons and groups of people. Some of the analyzed documents applied in the whole state, whereas other regulated relations in specific regions (Siberia in particular). A historical-legal analysis allows one to study the main directions of the policy of Peter the Great and their reflection in legal acts included in the Complete Collection of Laws of the Russian Empire. Special attention is paid to specific foreign-policy steps regulated by these acts and to the “preparatory work” for them in Russia by clarifying the legal status of “Bukharans” (immigrants from Central Asia) in Russia, giving or depriving them of privileges and advantages. A special focus of the research is placed on the  imperial ideology used in the analyzed acts and reflection in them of transition from “tsarist” to “imperial” realities during the reign of Peter the Great.
